Rule Segment 1

General Code of Conduct

  • You should always record your POV while Roleplaying and if u have no pov then ( Ban will be given accordingly - Under Management Discretion)
  • A Working and a Quality Mic is Required
  • If there is a Major Violation from The role-player and the Player fails to provide their POV to the staff ( Ban will be given accordingly - Under Management Discretion)
  • Your character needs to have a somewhat realistic name, and must not break TOS.
  • Player must Follow Streaming Terms of all times.
  • Being toxic, or breeding toxicity in any platform (this includes twitch, reddit, discord, etc) can have you removed from the community at any point in time.

Player Reports and Bans-

  • These can be posted on the forums or DM’d to staff. Staff will still need the ID of the person who is suspected of breaking a guideline or rule. Staff will also actively enforce community rules and guidelines without reports.
  • In order for staff to enforce rules without reports, we will need the players ID, which can be gotten by pressing U or typing /admin with a short message of the issue.

In-Game Information-

Stay in character at all times [A]:

  • In the event there’s an issue,completely role-play out the scenario and player report if needed.Do not break character /inform the player they are breaking a rule in-game.
  • Do not do actions in game in order to bait others into breaking roleplay.
1-/OOC usage [A]:
  • OOC Chat is restricted to RP stopping technical issues only and is for things that cannot be handled in a support channel through discord.
2-Server Restarts [A]:
  • Roleplay shouldn’t be stopped or become less serious before a restart; it should continue as normal.
3-Loot boxing [B/C]:
  • Looting any player without much roleplay presented for them is prohibited.
4-Metagaming [D]:
  • Purposely using or relaying information that your character did not learn in-game (Twitch Chats and Discord Channels included) to shape in-game roleplay.
5-Powergaming/Fail RP [B]:
  • Using means not actually in-game to gain an advantage or not attempting to fit in to the world in a sensible way:
  • Talking/Organizing/Calling out locations while downed.
  • Finding the quickest way to make money, rather than roleplaying around the mechanic.
  • Avoiding the use of “Put in vehicle” command. Escorting people while in vehicles.
  • The use of /me and /notes should be used as much as possible to help aid your scenarios.
  • Driving at unrealistic speeds with no character reason over and over.
  • Government employees not obeying road laws.
  • Revenge RP is not allowed.
6-Random Death Match(RDM) & Vehicle Death Match (VDM) [D]:
  • ttacking another player/group without any story/roleplay leading up to it
  • Attacking another player/group using a Vehicle with the intent to kill/knock them out without valid reasoning or initiation.
  • Speed (100+) attacking other vehicles (Ramming).
7-New Life Rule (NLR) [B]:
  • If you are downed and respawn at the hospital your character forgets the immediate events leading up to being downed in the current scenario. You may not respawn if you’ve been advised that police or EMS is on the way to your scene.(You will remember everything but cannot come back to the situation for next 30 minutes, only Ocean Dump will make you forget everything)
  • You must try and contact medical help of some sort while incapacitated.
8-Multiple Characters(from the same player) in one gang/group [B]:
  • his is not allowed. In general, try to avoid creating multiple characters involved in the same story/scenarios and could use the same information to push their goals.
9-Not Valuing Life (NVL) [B]:
  • Not realistically fearing for your life when you are threatened with weapons or severe harm from other means.
  • Having non-spontaneous shoot outs at PD or hospital is not allowed
  • Antagonizing gangs/police or armed individuals for no character reason.
  • Players should not be inserting themselves into ongoing situations or shootouts, between two groups or one group and the police.
10-Criminal Activities [B]:
  • Criminal activities are limited to 5 players max at a time.
  • Relaying information to or between characters (lookouts, radio communications) counts you as part of that scenario.
  • Choosing shooters/grinders over roleplayers is not acceptable.
  • Whenever characters are brought into police custody and a second group of four is formed to attempt a prison break or transport break, that second group is not allowed to intervene until the prison transport begins. Doing so with small weapons or an unthought out plan is also NVL.
  • You are not allowed to smuggle items into jail, unless you are participating in a jailbreak.

Basic Decency & Respect [Class system is enforced depending on the situation]-

  • While our goal is to foster a roleplaying experience free from constraints, we realize we have a duty to protect all members of our community regardless of gender, sexual orientation, age, etc.
  • We strive to create an environment; a community that promotes a welcoming atmosphere to all members; a community that its members can be proud to say they are a part of.
  • PGRP takes a hard stance against any derogatory terms or actions against its members.
  • We will enforce a strict code of conduct within our community and act on items that are distasteful, for example: sexual harassment, excessive name calling or shaming, disrespectful attacks a on personal level, etc.
  • At the end of the day, we are all here to enjoy a world outside of the one we live in. We are here to escape to a world where we can create a new life with amazing experiences.
  • Simply put, respect one another; have justification and reasoning for your actions. Simply saying “it’s my character” will not be considered a valid response.
  • Staff is always here to help with any matters or issues that arise no matter how big or small.
  • We are all the PG Community.

Heist 'resupply'

  • When a group of individuals engage in a heist, they’re not allowed to resupply once the police have arrived on scene.

  • Example - A group of individuals are participating in a City Vault Heist. The police arrived on scene; the criminals shouldn’t (and now are not allowed to) run out and go grab more laptops to continue doing the City Vault; this also forbids individuals attempting to resupply the group from the outside.

  • The group should be prepared once the heist starts to follow through to the end with the items they initially brought; if scuff happens roll with it (like legit roll with it.. don’t ret con on the spot or make it awkward for others involved ((shit happens)) etc – contact an administrator after the fact and we can review it together).

Heist Breaching – ‘Interfering

  • When a group of individuals engage in a heist, other ‘criminal’ group(s) should not attempt to interfere with the original group who initiated said heist.

  • Example – Group HON is participating in a City Vault Heist; Group HON arrives first and is putting its plan into action (i.e. has hostages and starting to thermite the door -- not simply standing their 'holding the bank on CD'); Group BOD arrives to attempt the heist themselves (i.e. breaching group HON to gain the heist). Group BOD should leave the original group (HON) alone and move on to a different RP scenario.

  • We have seen this a lot lately with groups breaching other groups (even with police on scene). In all honesty it makes it awkward for everyone involved (criminals and cops) and leads to more drama than any profit or gain that can be made. It is better off to leave the original group alone and pivot to a different RP scenario.

Continuation of Roleplay -- Police Custody & Server Restarts

  • When an individual is arrested & is being processed (meaning they're in transport or are already at a police station for processing) and a server restart hits; they're required to turn themselves back into the police to continue the roleplay upon getting back into the server ((after a restart)).

  • This assumes the individual has the **'ability'** and the **'intent'** to return to the server after a restart within a reasonable timeframe; note you do have the ability to reach out to the arresting officers via discord or the community forums for direct communication if you have issues getting into the server or if you would like to inform them directly that you will **not** be returning ((not required simply a curtesy))

  • This has grey area in it due to the fact that a large majority of users cannot control their **'ability'** to get back into the server after a restart hits. This is where the other party needs to be understanding to these types of situations and continue the roleplay through other means (i.e. writing a warrant for the individuals arrest.. etc).

  • The key take away from this 'rule' is to use common sense when returning to the server; a server restart does not 'poof' you out of custody assuming you return in a reasonable timeframe. If you cannot return or do not have the intent to return; the best case would to assume you have a warrant for your arrest.

Rule Segment 2

2- In Game / In Character Expectations

2.1-No Low Effort Roleplay

  • Low Effort Roleplay is defined as putting little to no effort whatsoever into a roleplay scenario which you are some way involved in.When participating in any roleplay scenario on our server, the situations you involve yourself in should have depth as well as character advancement in their story. At no point should you put little or no effort into your scenarios or responses as this will take away the experience from others.

  • For Example:

  • Fleeing from Law Enforcement without a proper reason
  • Participating in Cop vs. Robber role play scenarios (See “Understanding Cop Baiting”)
  • Recklessly driving through the city at unrealistic speeds following no traffic laws (e.g 100+ MPH in the city to “store your vehicle”)
  • Playing off medical emergencies as a “Stubbed toe”
  • Having a “fake hostage” during a robbery scene
  • Players on our server should be about developing the best environment of roleplay possible for everyone to enjoy. Serious Roleplay Disclaimer
  • Additionally, players should not rely on ‘Twitter’ (/twt) as the primary means of in-character communication as this requires very little effort.
  • Those players utilizing ‘Twitter’ excessively or releasing information not known to the general public over ‘Twitter’ may be subject to disciplinary action.

2.2-Character Creations

  • While it is super easy to create a hardened criminal character, your character should end up having long term growth within the server.
  • The character you make should not become a member of the city and be a million-dollar crime lord of the get-go.
  • All characters should grow into their role over an extended period of time.
  • When creating a character, think of family history and creating a backstory to help further develop roleplay within the server.
  • Initially your character should start off with very little to no resources or knowledge of the city.
  • Additionally, all players should find a balance between legal and illegal activities while building their character’s story.

2.3-Disrespectful Roleplay Scenarios Not Permitted

  • In accordance with the Code of Conduct, in-character scenarios of rape, torture, racism, terrorism and suicide (or anything close to the nature of such) are never permitted under ANY circumstances.

2.4-Remain in Character – At All Times

  • Players MUST remain in-character at all times while in the server.
  • This includes voice chat, /twt, /me, /news etc. The only out-of-character resources players should use are /loc, /ooc and /report.
  • Saying things along the lines of “My screen” or “It’s lag” is considered failing to stay in character.

2.5-Robbing / Kidnapping

    1-Emergency Services Kidnapping/Robbing

  • These individuals are responsible for not only your roleplay, but the roleplay of an entire server full of other players.
  • By robbing or kidnapping these individuals you selfishly hold up all other emergency services personnel taking away the roleplay experience and potential from others.
  • For this reason, any robbing or kidnapping of emergency services personnel are NOT permitted if they are on duty.
  • The only exception for this, is if RIOT Staff approves it and it is to expand your character's story.

  • 2-Public Citizen Kidnapping/Robbing

  • For the general public, string robbing players or camping at locations to rob numerous players is not allowed. You must wait a minimum of 1 hour before robbing/kidnapping another player/group.
  • Refer to the “Value of Life” rule for more information on conduct when robbing or being robbed
  • Furthermore, when robbing the general public, if the civilians comply and value life, the civilian is not allowed to be killed or robbed .
  • Civilians are not allowed to rob a hostage, only if the hostage does not cooperate with the robbers then you are allowed to rob them but that too at a very certain scenario .
  • Civilians can not rob officers and doctors without any proper RP related to that .

2.6-Operate Vehicles Responsibly

  • Vehicles should be operated responsibly and realistically.
  • Vehicles should never be ramped off bridges or high inclines and be expected to continue onward.
  • These vehicles must be considered as immobile and players are expected to roleplay it as such.
  • Additionally, vehicles which realistically can’t operate on major inclines or terrains shouldn’t.
  • Finally, no vehicles should be operated inside of a building as this is unrealistic, the only exception to this rule are buildings which require/allow vehicles being inside (e.g mechanic shops) – However, pedal bikes are excluded from this rule

2.7-Value of Life

  • All characters must operate with some level of fear for their lives. While characters will never truly die, they must operate as if their character is subject to severe injury or possible loss of life during all scenarios.
  • Characters who are held at gunpoint must take into consideration the possible repercussions for their next move as it could possibly cause injury or loss of life.
  • Characters are expected to comply with reasonable demands. However, if an opportunity presents itself where the subject is no longer in immediate danger, they may fight back (e.g No longer have a gun pointed at them)
  • This applies to both Civilians & Law Enforcement. (Also provided they have not restrained you or confiscated your weapons. Either by /me or actually taking it off you)
  • During robberies or hostage situations, there will be a “gentlemen’s agreement” where the players robbing may not kill the player who has valued their life as a “legit” hostage or otherwise has been cooperative.
  • Additionally, there shall not be immediate retaliation following a robbery from the hostage or the player who valued their life.
  • This rule may not be abused to continuously get out of an Emergency Service scenario (e.g Holding up an Emergency Services member to avoid being transported or held)

2.8-Rejoining Roleplay / Reinjecting

  • Once you have cleared the scene (e.g Driving away from or leaving the immediate area) you may no longer re-inject yourself into that RP scenario.
  • Players who re-inject themselves into an active roleplay scene may be told to leave the area.
  • If a player rejoins and subsequently downs or kills another player, they will be subject to a RDM/VDM infraction, depending on how the action was committed.
  • If you choose to flee the scene or leave, you are expected to either go about your day, or remain at large if you are wanted by the police.

2.9-Understanding Cop Baiting

  • This is defined as purposely and willingly committing a crime with the intent to engage the police.
  • This may be presented as purposely speeding past cops, disregarding traffic signals, or committing simple crimes in the presence of a Law Enforcement Officer.

    For Example:

  • Speeding past a cop multiple times to get their attention
  • Sending false calls to Police to make yourself a target (This can be waived provided the role play you are providing is engaging for all parties involved and advances your story, as well as others)
  • Forcing yourself into roleplay scenarios where the police are involved to incite a reaction from them to either get chased, or in cuffs

2.10-Combat Log / Purposeful Disconnect

  • When engaged in an active roleplay scene, players shall not disconnect from the server until the scenario has completely ended.
  • Characters involved in criminal activity must be completely clear of any Emergency Service interaction before disconnecting.
  • Accidental disconnects or crashes should be communicated via Discord or TeamSpeak so other players who are involved are aware of the situation

2.11-External Communications

  • When engaged in an active roleplay scenario and using external communication such as Discord, TeamSpeak etc.. It is expected that you also communicate in-game as if you were on the phone or radio
  • Additionally, because there are items in the shop such as the Phone, players are expected to have these items on them if they are communicating with other players who are not within the voice chat range.
  • A microphone is required to Play. If for any reason, while playing, your microphone breaks please ask an admin member either on the server or Discord and let them know your situation. You may be allowed to carry on.

2.12-Repeat Offenders (Criminals)

  • Criminals who are repeat offenders may be subject to increased punishment (within roleplay) that includes seizure of various items at the discretion of the State Judge

2.13-Visual Mods

  • We do allow visual mods as long as they don’t give you an unfair advantage. (This does not include map mods that add street names)

2.14-Impersonation of Emergency Services

  • Impersonation of Police/EMS/Mechanics/Military/Public Works is forbidden. You may not use their character models.

2.15-Death Avoidance

  • Passing money, weapons or any other items as you are about to die to save them is not permitted as it avoids the death system.

2.16-Theft of Emergency Vehicles

  • Stealing Police, EMS, Mechanic and Military vehicles is not allowed for random fun. Theft of Police, EMS and Mechanic vehicles can be stolen if RP’d out correctly.

2.17-Whitelisting Abuse

  • Being whitelisted is a privilege that should not be abused. To prevent abuse such as, but not limited to handing out police firearms, reviving friends while an off-duty medic or repairing cars while off duty mechanic.

2.18-Mechanics

  • When the Mechanic is out on a call. Don’t constantly bother and keep contacting them. We only have one Depot so transport is not on time.

2.19-Solo Mechanic

  • When There's one Mechanic active we ask not to Crash into, attack, or Kidnap them.

2.20-Roleplay Blur

  • There must be a clear separation between ‘in character’ (IC) and ‘out of character’(OOC) behavior and knowledge.
  • If your personal feelings begin to bleed into the roleplay, it is advised that you take a break from the server.
  • If you continue to act based on OOC feelings, beliefs, disagreements or other information in character, especially in a toxic manner, we will be forced to remove you from the server.
  • Please remember that your character is not you and anything that happens to your character is not a direct attack on your outside reality.

2.21-Rulesplaining

  • Do not explain the rules in character. “You’re not really valuing your life right now”, “I have a gun to your head, hahahaha. This guy.”.
  • There are better ways to handle this, “I’m gonna shoot you in the head if you keep moving”.
  • Report people who break rules and people who don’t value their life – shoot them, then report them.
  • Do not ruin your RP experience for people who break the rules – admins will sort them out.

Rule Segment 3

3-Roleplay Prohibitions

3.1-No Respect others at all times

  • Racial slurs, hate comments, rape references and sexual harassment are not allowed.

3.2-Grieving

  • Do not grief others. Grieving is the act of intentionally angering or irritating another player with malicious intent.
  • Example: Consistently stalking a player to force RP or ruining their RP experiences

3.3-Glitch Exploitations

  • Do not use glitches of the game to your advantage or use exploits. If you happen to find so, make sure you report it on the Forums and discord.

Rule Segment 4

4-Zoning Rules

4.1-Police Stations

  • Entering the detention area, roof, offices and locker and the back of any Police Station is strictly prohibited to police and invited guests.
  • Violent acts can take place here as long as you meet these requirements. Lawyers are a whitelisted job and will be invited down as such

4.2-Loitering around Emergency Building

  • Loitering around Police Stations, Hospitals, and Mechanic shops without valid roleplay stories may result in a kick.

4.3-Fort Zancudo

  • Entering the military base is prohibited. This will be considered FailRP as you would not realistically be able to enter.

Ban Timing according sgements

  • Segment ONE – MINIMUM 24 HOURS TO MAXIMUM 72 HOURS
  • Segment TWO- MINIMUM 36 HOURS TO MAXIMUM 96 HOURS
  • Segment THREE - MINIMUM 36 HOURS TO MAXIMUM 106 HOURS
  • Segment FOUR - MINIMUM 48 HOURS TO< MAXIMUM 120 HOURS
